Fire alarm this morning apology from us due to a guest

A break glass point was broken this morning by a guest that could not get back into their room .This is an apology to all other guests for the thoughtless actions of the person in question .No attempt was made to contact reception at all or any other member of staff .This incident caused distress to other guests at the Inn plus a call out fee to our service provider.
We are placing this post, to clarify that any future events of this nature will be chargeable to guest of the cost to us of time etc. a £200.00 minimum charge.
As well as criminal damage in the past Section 8 of the Health and Safety at Work etc. Act 1974 has been used to cover this:
” Duty not to interfere with or misuse things provided pursuant to certain provisions.
No person shall intentionally or recklessly interfere with or misuse anything provided in the interests of health, safety or welfare in pursuance of any of the relevant statutory provisions.”

This would still be a criminal conviction, punishable by both fine and/or imprisonment, but depending on the industry sector would be investigated by the Health & Safety Executive a Local Authority Environmental Health Department as oppose to the police 9 or fire service as there is no provision against this in fire safety legislation.
